Why the bottle keeps whiskey better
A ground glass stopper is made by grinding the stopper and the neck against each other until they mate. That produces a snug, individually fitted closure - which is why stoppers are not interchangeable between decanters - but snug is not sealed. There is no gasket and no compression, so vapor still passes.
Alcohol is more volatile than water and leaves first, and the aromatic compounds that carry most of what you taste go with it. The practical result is that a whiskey which has sat in a decanter for a long time tastes flatter rather than weaker. A screw cap does not have that problem.
How much air is in the vessel matters too. A decanter with two fingers left in the bottom has a large volume of air above the liquid and will fade considerably faster than a full one. If a decanter is getting low, decant less next time rather than topping it up.
When the decanter is the right answer anyway
Most of the time, honestly. The losses above are real and they are slow, and a bottle of whiskey on an open cart rarely lasts long enough for them to matter much. If a decanter means the bottle gets brought out and offered to people rather than living in a cupboard, that is worth more than a marginal difference in aromatic retention.
The reasonable rule: decant what you are actively drinking, keep the rest in the bottle. A decanter is somewhere to keep a bottle you are working through, not long-term storage - and if it is leaded crystal, it should not be long-term storage under any circumstances.
What to do about not knowing what it is
The underrated cost of decanting is losing the label. Proof, age statement and batch number all live on the bottle, and once the whiskey is in a plain glass vessel that information is gone unless you wrote it down.
